BuildSA is Here!
We are excited to share BuildSA – Land Development Phase 1 launched on Oct. 1, 2018. To date, 610 registered account owners are successfully using the new Citizen Access portal

Over the last few weeks, Delegate Users seems to be a hot topic. To help with this new way of doing business, we thought a BuildSA Tip might do the trick!

Delegate Users: Citizen Access uses 'delegate user' permissions to enable online portal users to create and manage applications (based on the permissions given). Delegates have the option of selecting the contacts from either their account, or the contacts listed for the person for whom they’re a delegate. 

A Word of Caution About Delegate Users: If an account owner invites a user as a delegate to his account, he may also use the contact option, which creates him as a contact. 
 
However, if the delegate also invites the original account owner as a delegate to his account AND also adds them as a contact, it disables their online portal account (Scenario 1).
 
The same occurs if the account owner adds a portal account user as a contact AND then they add each other as a delegate (Scenario 2).
 
Here are two scenarios that will cause your account to be disabled:

As a reminder, the BuildSA Customer Call Center is open and ready to help you as you set up your accounts, claim your legacy records, clarify the difference between contacts and delegates and offer any assistance you may need. Texas Arborist of the Year
Congratulations to Mark C Bird, City Arborist, Development Services Department, for receiving the 2018 Texas Arborist of the Year award!

The Arborist of the Year award recognizes an arborist who has shown leadership, commitment, innovation, impact, and sustainability in the fields of arboriculture and community forestry.

Mark received recognition for his service in three projects – the annual Jammin’ Jams Fruit Tree Adoption in conjunction with Pearl Farmers’ Market, the International Society of Arboriculture (ISA), Texas Chapter day of service in Rockport following Hurricane Harvey, and the defense of tree ordinances in Texas at the local and state level. Mark has been integral in each of these projects and continues to strive to do more while helping protect and preserve the trees in San Antonio. 

“Mark exemplifies leadership and innovation in the world of trees,” said Mike Shannon, DSD Director. “His partnerships with various neighborhoods, the development community and sister agencies demonstrate his dedication to protecting our city’s diverse tree canopy.”

In addition to his professional duties, Mark serves on the board of directors for Alamo Forest Partnership, one of our regional urban forestry councils, and San Antonio Arborist Association. 

Mark received his award on Sept. 27, at the annual Texas Tree Conference, held in Waco, Texas. The Texas Community Forestry and Arboriculture Awards are sponsored jointly by Texas A&M Forest Service and the ISA Texas Chapter. Each year individuals, groups, communities, and organizations are recognized for their accomplishments and service to Texas.

Council Consideration Requests
Camp Bullis MLOD Ordinance Approved
On Oct. 18, 2018, City Council approved the rezoning of the Camp Bullis Military Lighting Overlay District (MLOD), also known as the “Dark Skies Ordinance.” This approval allows the implementation of the MLOD ordinance, which was previously approved by City Council in February. The rezoning added the MLR-1 and MLR-2 lighting regions, being zero to three miles from the Camp Bullis boundary and three to five miles from the Camp Bullis boundary, respectively. While the MLOD has been in effect in the Camp Bullis area for over ten years, the recently approved updates keep the MLOD up-to-date with the latest in lighting technology and continues to support the Military’s mission at Camp Bullis. For more information on the updated MLOD regulations, visit our website.
Holiday Schedule
November:
In line with the City holiday schedule, DSD will be closed for Veteran's Day, Monday, Nov. 12, and Thanksgiving Thursday and Friday, Nov. 22 & 23 . Thank you to all who served or is currently serving our country! We'd like to also wish all our customers a Happy Thanksgiving. We are thankful for your business.
December Observances:

The Development Services Department and the Fire Marshal’s Office will be closed Dec. 24, 2018 through Jan. 1, 2019 in observance of the City Winter Holiday. Both offices will re-open on Jan. 2. 2019, as regularly scheduled, from 7:45 a.m. to 4:30 p.m. 
 
*Holiday Inspections on Dec. 27 & 28 will be available if scheduled, and paid for by 10 a.m., Friday, Dec. 21. Please note, after-hour fees will apply. To schedule an appointment, call:

Note: Online scheduling for inspections will not be available during the Winter Holiday.

  • The recordation date of Nov. 23 was changed to Nov. 26 (deadline is Nov. 21, at noon)
  • The last regular recordation opportunity for this year is Dec. 21, 2018
  • Out-of-sequence recordation options are available 
  • Revised 2018 Planning Commission, Zoning Commission, and Board of Adjustment are available on line

IB 569 was created as a customer service initiative to provide guidance on the City of San Antonio’s role in the Texas Lottery Commission (TLC) applications as they apply to specific issuance of Certificate of Occupancies and building permits related to temporary bingo occasions and permanent bingo parlors.
 
This bulletin has been updated to include clarification on skirting and ventilation requirements associated with foundation repairs.
